SIR – Tom Edwards reports that not one £80 spot fine has been issued for dog fouling in the last three years (Worcester News, June 28).

The city council have had 158 complaints but it is difficult to bring a prosecution without a witness.

A sum of £15,000 has been budgeted for 40 more dog bins but these are unlikely to deter the culprits of this disgusting habit.

I reiterate what I have said before that fining dog owners and litter louts is the only thing they will understand.

All civil enforcement officers (CEOs) have now been given bikes in order that that they can cover a wider area, so the ball is in their court to ensure some fines are issued to get the ball rolling.

Hitherto, it seems laws have been made just to be broken. This time perhaps we may get some satisfaction.
